Who Can Apply to Work as a Helper
All Singapore citizens, Permanent Residents, and expatriates with valid work or employment passes who have a genuine need for a domestic helper at their home are eligible to apply, subject to approval by the Ministry of Manpower (MOM). Expatriate employers are required to declare that their family members are residing with them when submitting the application.
What is the current levy?
Employers must pay a monthly levy for their Migrant Domestic Worker (MDW) of S$300 (normal rate) or S$60 (concessionary rate). Levy payments start on the fifth day after the MDW’s arrival in Singapore, including the day of arrival, and must be made via GIRO. If the employer does not maintain a valid GIRO account, the MDW’s Work Permit (WP) may be cancelled. Employers can view and pay their levy bills through the MOM e-Services portal using SingPass, via the “Check and Pay Foreign Worker Levy” system.
Who is eligible for a levy concession?
An employer may qualify for a levy concession for each Migrant Domestic Worker (MDW), up to a maximum of two MDWs per household, if the conditions set by MOM are met. In general, households may be eligible if they have a Singapore Citizen child or grandchild below 16 years old, or an elderly family member (Employer, Spouse, Parent, Parent-in-law, Grandparent, or Grandparent-in-law) who is a Singapore Citizen aged 67 or above.
Households living with a family member with a disability may also qualify for a levy concession. Approval is subject to MOM’s assessment.

Who is eligible to apply for an MDW?
All Singapore Citizens, Permanent Residents, and expatriates with valid employment or work passes may apply to hire a Migrant Domestic Worker (MDW), provided they have a valid reason and meet MOM’s requirements. Approval is subject to MOM’s assessment.
Expatriate employers must also declare that their family members are living with them at the time of application.
What is the monthly salary range for Indonesian and Filipino MDWs?
Indonesian MDWs generally earn about S$570 per month, while Filipino MDWs start from S$620 per month. Actual salaries may vary based on experience and capabilities.
